She served as a facilities management analyst for over four decades, retiring in 1994. Known for her quiet diligence and strong work ethic, Frances was respected by colleagues and friends alike.

In 1963, she settled into a modest apartment in Georgetown, where she lived independently for nearly six decades. A woman of simple tastes and steadfast routines, Frances valued practicality and consistency. She was known for her frugality, her love of familiar places, and her deep sense of loyalty—to her community, her church, and her family.

Frances was a founding member of Christ Church in the City, Washington, D.C., where she remained very active even after retirement, and enjoyed endearing friendships from there. Her generosity was evident in her ongoing support of the church and related nonprofits, causes she held close to her heart. She especially loved to sing old hymns and was well known for lifting spirits by singing to her fellow residents at assisted living.

One of the most treasured experiences of her life was a trip to Africa in 1996, a journey she fondly remembered for decades. She kept a photo album from the trip and was delighted to share it with everyone.

In 2021, with the encouragement of family and friends, Frances relocated to Fountain Valley, CA, to be closer to her niece Jean Rhine and Jean’s husband Keith, who helped care for her. She moved into Parkview Estates Assisted Living alongside her older sister, Betty (Korb) Hugg. The sisters shared a home there until Betty’s passing in 2024.

Frances is remembered for her independence, humor, and unwavering commitment to the life she built. Her favorite sayings—“Don’t get old” and “I don’t live to eat, I eat to live”—captured her practical and spirited outlook on life. She will be dearly missed by her family and many friends from across the country.
