When I was younger my dad always said, “Kristi, we don’t complain about things. We fix them.” As Governor, I focus on fixing problems for our state every day, especially when it comes to public safety.

By the middle of the 1880s, barb wire had come to South Dakota. About fifteen years later, cowboys rounding up livestock in the far western part of the state, which was still “everybody’s pasture”, came into contact with the wire and the sharp barbs. They saw brands from Dakota, Wyoming, Montana, North Dakota, and even Canada. And directly in front of them was a sure sign that the open range was about to change.

The Agricultural Foreign Investment Disclosure Act (AFIDA) requires all foreign owners of U.S. agricultural land to report their holdings to the Secretary of Agriculture. Foreign persons who have purchased or sold agricultural land in the county are required to report the transaction to Farm Service Agency within 90 days of the closing. Failure to submit the AFIDA form could result in civil penalties of up to 25 percent of the fair market value of the prop- erty. County government offices, realtors, attorneys, and others involved in real estate transactions are reminded to notify foreign investors of these reporting requirements.
